The Central purchasing of essential drugs, medical devices and products and laboratory materials is governed by Decree No. 100/035 29 March 2000 on its creation and organization. Its main objectives are: - to ensure a good supply of essential generic medicines, medical devices, products and laboratory materials for the operation of public, private clinics and pharmacies; - Making generic essential drugs, medical devices and products and laboratory equipment available and accessible geographically and financially throughout the country; 

- Improve inventory management of essential generic drugs, medical devices and laboratory products and equipment and ensure cost recovery; - Stabilizing prices generic essential drugs and medical devices as well as laboratory products and equipment; - Organize in collaboration with other departments of the Ministry of Public Health, coaching managers of essential generic drugs, medical devices and products and materials laboratory; . 

- Perform any other activities related to its purpose Placed under the direct supervision of the Ministry of Public Health, resources consist of: - budgetary allocations of the State; - revenues from sales of drugs, devices medical, products and laboratory materials and other activities CAMEBU; - grants from cooperation agencies; - donations and regularly accepted bequests .

- expenditures for the constitution of stocks of essential generic drugs, medical devices, laboratory products and equipment
